Default install of UbuntuLite not fully localised

Bug Description
Several packages in the default install of UbuntuLite are not localised for use in languages other than English.
Preliminary list:
- PCManFM
- Kazehakase
- LeafPad
I will need to confirm which localisations (if any) are available for these packages.

PCManFM and Kazehakase seem to have very few translations, but LeafPad seems to have quite a few. I think the first two really need help upstream and LeafPad's translations are handled by Translation Project. Unfortunately I will not be able to do any real translation work on these, but I will happily include any localizations produced in updates to these packages.
