Certain packages will still upgrade after locking in Synaptic Package Manager [Hardy]

Bug Description

I have a package that I only want to use at that current version, so I locked it in synaptic. Still when I do in command shell a sudo apt-get upgrade the package wants to upgrade, I also have other packages in locked mode and don't pop out, just a specific one. See attachment for better explanation.

Yes, synaptic's blocking is synaptic only.
