[sarge sidegrade] xkb is the broken

Bug Description

I have upgraded from Debian Sarge to Ubunto Breezy with many problems with
dependency but i have solved them. Now i realized that i can not use the key
combination [CTRL]+[ALT}+[Fx] to switch to console and [CTRL]+[ALT]+[Q] (or [Alt
Gr] on a german keyboard) to get the '@' character or [CTRL]+[ALT]+[<] to get
the '|' character. So i removed all packages from Gnome, KDE, Xorg with the
--purge option and reinstalled them but that hat no effect.
I have installed Ubuntu Breezy on a HP Compaq 8000nc Laptop. The installer has
found the ATI chip. The installer identified the correct resolution (1400x1050).

please try this:
sudo mv /etc/X11/xkb{,.debian}
sudo dpkg -i --force-confmiss /var/cache/apt/archives/xkeyboard-config_*.deb

The package "xkeyboard-config" was not installed. Installing it and doing the
steps described above had no effect.

and the output of setxkbmap -print?

you do realise that, on a german keyboard, the combinations are thus:
ctrl+alt+fx -> switch consoles
altgr+q (aka ralt+q) -> @
altgr+< (aka ralt+<) -> |

please attach the output of setxkbmap -print on its own, and then also from
xkbcomp :0 - (note the arguments are reversed from what I asked for earlier)

all looks fine to me.

what happens when you press ctrl, left alt, then f1, in xev? what shows there?

Sorry. i didn't realized that sitching to console (tty?) is working now. But the
Problem with the [Alt Gr]+Q ( i do not know the english word for this key) to
get '@' and the other characters like '|', '{', '}' and so on, on a german
keyboard will not work.
I have restarted the xserver with [CTRL]+[ALT]+[BACKSPACE].

FYI: I had installed the kubuntu desktop with "apt-get install kubuntu-desktop".

sorry, yes, I should've said that you need to restart the X server after doing
that stuff. AltGr is the correct term in English too. thanks for following up.
