Please sync python-scientific 2.4.11-1.2 (universe) from Debian unstable (main).

Explanation of the Ubuntu delta and why it can be dropped:

The Ubuntu changes:

Add python-central (>= 0.5) to Build-Depends
Incorrect calls to PyMem_DEL macro

are now corrected in the Debian version too.
