/lib/modules/2.6.12-9-686/build missing

Bug Description

When trying to build drivers for the ieee80211 (or any other module, for that
matter), i get

I have the /usr/src/linux-headers-2.6.12-9-686 packet, but there doesn't seem to
be a 'build' directory there to symlink to.

linux-kernel-headers is not used for building modules.
