ftp-proxy setting silently ignored if python-curl is missing

if python-curl is not installed, smart simply ignores any ftp proxy settings.
this is extremely confusing. smart should either require python-curl
explicitly, or loudly complain if it is missing and any ftp proxy setting (for
smart itself or environment variable) is set.

python-curl will likely become the main/only way to do upgrades via HTTP in the
near future, since urllib as we know today is going away in Python 3.0, and the
code base of urllib2, which will be used, isn't thread safe last I checked.
