Bug Description
The default umask on Ubuntu 8.04 Hardy is "0022".
That means, every file created by a user is world-readable to everybody.
The default file permissions should not allow anybody else to read or edit
a file (or directory).
Right now, default file permissions are -rw-r--r--, which is very, very insecure.
