portmap shouldn't ask to bind to local address

Bug Description
I just upgraded my server from Hoary to Breezy. I got a dialog asking whether portmap
should only listen to 127.0.0.1 for safety reasons. When nfs-kernel-server is
installed and there are active NFS exports i think it's pretty safe to assume the user
does NOT want the local address binding. So it should detect this and act to it
accordingly:
if no active exports bind to local address, else don't?
This would make it a bit less Debian and more Ubuntu i think.
(Maybe this logic can be applied to mdadm too?)

portmap should not ask this question on upgrade; it may be forgetting to set the
SEEN flag on the debconf question
