Bug Description
Currently, packages with a section of partner are rejected when uploaded to any PPA. As part of our (currently evolving) QA process, I am beginning to upload packages to a PPA for each ISV for their final blessing before upload to the partner repo. It would be helpful if partner uploads weren't rejected in 3PAs, as it would eliminate the need for my rebuilding the package for partner. (Yes, part lazy but part of the overall goal of eventually having partners push us packages directly and handling updates themselves)
