snapping doesn't work when language is LANG=de_DE

Bug Description

When I launch Inkscape 0.46+devel, built Jun 26 2008 with LANG=de_DE, snapping, neither to grid nor guides does work.
This is true for the development version mentioned above but also for the stable 0.46 and for at least also 0.43 (haven't tried all the versions in between).

Forgot to mention: It works perfectly, when I set LANG=C, however then only in english.

This seems to almost certainly be the common problem we have had in the past with formatting floats to strings. Possibly, someone is using a float-formatting function somewhere that does not prevent the decimal from being a comma in some LANGs. This is valid for the language, of course, but not for SVG.

Maybe someone with good attention to detail can find this!

Confirmed on Fedora when using latest SVN version; Apparently the snapping distances are set to 1 for a new document, but these should be 10 for objects/guides and always snap should be enabled by default for grids. Ishmal's explanation makes sense, I will have a look.

The wrong default values were chosen in the German template. This has been fixed for some other templates too, as of revision 20147
