plucker-build accepts too-long database name w/o complaint

Bug Description

Binary package hint: plucker

This command creates a Plucker document that is too long to actually use with the Palm Plucker reader.

$ plucker-build -f "Zen and the Art of Motorcycle Maintenance" -H http://virtualschool.edu/mon/Quality/PirsigZen/

On the Palm, Plucker will ignore the document entirely, not showing it in the document list. FileZ, a popular Palm file manager, will error trying to move the database to internal storage.

Per http://www.axios.de/palm/palm_dev_pdb.html maximum database name size is 31 characters (32 bytes, null-terminated string.)
