+vouchers causes OOPS

Bug Description
The recently landed +vouchers page causes an OOPS on staging. The voucher dropdown is not marked as required but the view does not test that it isn't None.
Fix is to not display the form if no vouchers are owned by the user. Instead give a helpful message pointing them to the Canonical Store where they can purchase a voucher.
The form will also mark the voucher as required.
