missing changelog for upgrade in packages: cpp, g++, gcc

Bug Description

Binary package hint: cpp

$ lsb_release -rd
Description: Ubuntu 8.04
Release: 8.04

$ apt-cache policy cpp
cpp:
  Installed: 4:4.2.3-1ubuntu3
  Candidate: 4:4.2.3-1ubuntu6
  Version table:
     4:4.2.3-1ubuntu6 0
        500 http://us.archive.ubuntu.com hardy-updates/main Packages
 *** 4:4.2.3-1ubuntu3 0
        500 http://us.archive.ubuntu.com hardy/main Packages
        100 /var/lib/dpkg/status

$ cpp --version
cpp (GCC) 4.2.3 (Ubuntu 4.2.3-2ubuntu7)

In the update manager (for the past few weeks) there have 3 recommended updates for the following packages:
cpp
g++
gcc

When trying to view the "Changes" tab, this message has been showing:
"""
The list of changes is not available yet.
Please try again later.
"""

$ aptitude changelog cpp
Ign ChangeLog of cpp
E: Couldn't fetch URL http://changelogs.ubuntu.com/changelogs/pool/main/g/gcc-defaults/gcc-defaults_4.2.3-1ubuntu6/changelog
E: Couldn't find a changelog for cpp

The same results happen for g++ and gcc.

What I expected to happen:
I expected to view the changes in the package before installing the upgrade.

What happened instead:
The changes have not been shown since the upgrade became available weeks ago.

not a bug in gcc, aptitude should be able to handle symlinks to docdirs
