Structural subscription list has become an unwieldy and irreducable feature of bug pages

Bug Description
Since structural subscriptions were introduced for distributions, over 40 accounts have subscribed to all Ubuntu bugmail. This makes the subscribers portlet gigantic - though not quite as humongous as the tag list. I don't really care about the 43 people who subscribe to everything - I want to know who is interested in this particular bug or source package. Please split it into another portlet, or allow contraction of it separately. Contracting the whole lot isn't an option, as we regularly need to see who is subscribed to work out the state or interest level of a bug.

Fixing bug 248223 would partly, but not completely, fix this bug.

confirmed, due to that you have to scroll to use the subscribe option on any ubuntu bug since the also notified list is over a screen
