Save a copy... doesn't remember last directory

Bug Description

Similar to #167776, the "Save a copy..." command doesn't remember the last directory to which you saved a copy.

This is using an official Windows snapshot from June 18, 2008.

Currently it appears that "Save a copy" uses the last directory selected during a "Save as...". I.e. Save a copy... and Save as.. were perhaps intended to both use the same remembered location. Except "Save a copy..." doesn't save the last directory used.

I think a common way of working is to have ones base svg files in one directory, and then export these to some other format (pdf, png, etc) which lives in another directory. So for this reason, I think it would be best if "Save a copy..." and "Save as.." had independent most-recent-directory values.

anything new here? i'd think this should be standard functionality, but i discovered otherwise :-(
it's annoying to always navigate from my home directory to wherever on my data partition i'm currently working in.

Quoting the release notes 0.47:
«Save As directory
On the Save tab in Inkscape Preferences, an option was added to change the behavior to our old behavior. When this option is on, the "Save as..." dialog will always open in the directory where the currently open document is. When it's off, it will open in the directory where you last saved a file using that dialog.»

This works with the default GtkFileChooser dialog (e.g. with Inkscape 0.47pre4 on OS X), but I can't verify if the win32 native dialogs fully support this.

Works on Vista, Inkscape revision 22575 (and thus 0.47).
