Bug Description
The user made by installer has different permissions on his home dir(755) than
users made by System -> Administration -> users and groups(700). We should agree
on default. Also see bug 20128.
Steps to reproduce.
1. Install ubuntu 5.10 i386
2. System -> Administration -> users and groups "+ Add User" (make new user)
3. Go to /home and look at permissions of both subdirectories.
