bzr branches overuses resources

Bug Description
When I run "bzr branches" on my directory containing 11 Bazaar branches, 6 of them in 3 shared repositories the other 5 just branches, memory usage goes up to 1068MB with 540MB resident and flattens my machine (750MB memory 1.5GB swap) for about 10 minutes.
In effect "bzr branches" is unusable. I have no idea what the algorithm is being used but can I suggest it needs changing.

the branches command just uses the standard BzrDir. find_branches method, so I don't think it's a bug in bzrtools.
