Add an option to disable the notifier balloon in the balloon itself

Bug Description

This is more of a suggestion than a bug, but the balloon that pops up to notify
that there are new updates should include an option to disable the notifications
right there and then.

Reasoning:
1. Many users, especially experienced Linux users, are annoyed by the balloon
and/or deem it to be too "Windows-like" and want to disable it.
2. There is no obvious way to disable these balloons. Yes, it can be disabled by
right-clicking on the icon and selecting an optin, but the program does not even
give a hint that this is the way to do it.

This could be either rectified by including an option the balloon that disables
the balloons (with text like "Disable these notifications"), or maybe add an
option in update-manager to do the same thing.

Thanks for your bugreport.

Initial this option was included in the ballon itself but it makes the box even
bigger than it is already. It's pretty likely that the notification mechanism
will be redone for dapper.

The notifications for dapper are redone but we removed the buttons from the notifications.

Plesae use "right-click" on the update icon to disable the notifications.
