Does your /etc/group file contain a Debian-exim group? I was not able to reproduce this failure in a chroot upgrade test from dapper to hardy.

This bug can be reproduced if you have Debian-exim user in /etc/password, but do not have Debian-exim group in /etc/group. For this to occur, it must be removed manually from /etc/group, as groupdel will reject saying that it cannot remove user's primary group.

Err, /etc/passwd, not /etc/password.
