Please sync plib 1.8.4-9 (universe) from Debian unstable (main).

Explanation of the Ubuntu delta and why it can be dropped:

The Ubuntu changes were to prevent autotools bits from breaking the package build. In the new upload in Debian, the autotools pieces have been properly taken care of.
