The only significant change was adding a build-dependency on libxext-dev. This change has been added upstream, as can be seen from this Debian changelog entry:

xcin (2.5.2.99.pre2+cvs20030224-1.5) unstable; urgency=low

  * Non-maintainer upload.
  * debian/control:
    + Add Homepage field with new upstream URL.
    + Add build dependency on libxext-dev (Closes: #451135).
  * debian/watch:
    + Change to version 3 and fix url path (Closes: #450140).

    + Fix upstream URL to the new one.

We can safely drop the other Ubuntu change, modifying the maintainer field. This allows us to perform a sync of this package.
