--exclude-vcs should exclude Mercurial files

Bug Description

Binary package hint: tar

The --exclude-vcs flag (see http://www.gnu.org/software/tar/manual/html_node/exclude.html#SEC103) tells tar to ignore files from certain version control systems, including CVS, Subversion, and git. It would be very helpful if Mercurial files were also excluded when using that flag.

For that matter, Bazaar files should be handled as well, especially considering Bazaar is an official GNU project. I would also recommend excluding Darcs files.

I believe the attached debdiff changes --exclude-vcs as I described. The diff is against the tar in Hardy (1.19) although it should apply against 1.20 as well.

This patch has been applied to upstream tar in version 1.21, so I'm going to mark this bug as fixed.
