User info/images aren't updated when changed

Bug Description
If someone's profile information, specifically their name and/or profile image has recently changed, we won't be reflecting this due to ignoring user records that we already have in our CoreData cache. Or skipping tweets already stored, therefore not processing the user associated with that tweet.
