transport pull doesnt record time

Bug Description
When a transport method performs a pull operation it is supposed to write out to a file to record the time that it was performed. This isn't occuring hence breaking the frequency management in soter. This is due to the switch over to using a property for `last_pull_run` and set isn't working properly.
