please run in a terminal:

 strace -f -eopen firefox &> /tmp/ffox.strace.txt

change a preference, then stop firefox

I'm testing Ubuntu 9.04 alpha and I'd the problem, too.

For the attach I've tried to set the option "Always show the tab bar"

I think the problem might be if you have started firefox ever with sudo the preferences file has been overwritten by root user and you no longer have rw permissions.

check the file (something like this):

ls -l ~/.mozilla/firefox/vkuuxfit.default/prefs.js

and if you are not the owner and you don't have the above mentioned permissions then you can give these permissions to yourself. This solved my problem.

than you, it was my problem too! I was operating as root, I forgot it and I did some plugin updates under sudo command.
Doing chown to that .js file solved my problem.
