Explanation of the Ubuntu delta and why it can be dropped:

Current Debian version no longer build-depends on python-numpy-dev.

  * New upstream release announced today

  * setup.py: Changed linking option from 'Rlapack' to 'lapack' to
    correspond to our build using a choice of generic or tuned Lapack.
