KAT startup fails if plugin missing

Bug Description
KAT does not fully startup if it does not find any of the plugins that have been registered beforehand (in a previous session). This should be handled gracefully. For instance, show a dialog and aks the user whether he wants to ignore the error, remove the plugin (information) or cancel startup.
