USB stays on after system shut down

Bug Description
I have a dual boot Hardy/Windows XP system.
I noticed that whenever I shut down the PC from the Ubuntu side, the USB devices (mouse and bluetooth dongle) stay on even after the computer powers down.
If instead I shut down from Windows the USB devices are turned off correctly. Googling around I found the problem has already been reported as a kernel issue a couple of years ago, but apparently it never got fixed:

I'm using Ubuntu 8.04 (kernel 2.6.24-16-generic), my motherboard is an Asus A8N-SLI SE. The following USB devices are connected to my computer:
- Logitech optical mouse
- Logitech webcam (through a Targus usb hub)
- Sitecom bluetooth 2.0 dongle (through a Targus usb hub)
