Fixed by installing python-qt-dev. Is there a missing dependency in pykdeextensions?

It should not be a depends because almost all of pykdeextensions is useful without it. In general, pyqtconfig should be used a build time and any package that builds with it will also depend on python-qt-dev. I think having it listed in recommends or suggests is reasonable (I need to go re-read the exact definitions to decide which). I'll take care of this for Intrepid.

  * Add Suggests for python-qt-dev to provide pyqtconfig if needed
