Installing Usermin, dependancy problems

Bug Description

I am getting the following dependancy problem when apt-getting the package "usermin" on an up to date Breezy i386 PC:

dpkg: dependency problems prevent configuration of webmin-apache:
 webmin-apache depends on apache | apache-perl | apache2 | apache-ssl; however:
  Package apache is not configured yet.
  Package apache-perl is not installed.
  Package apache2 is not installed.
  Package apache-ssl is not installed.
dpkg: error processing webmin-apache (--configure):
 dependency problems - leaving unconfigured
dpkg: dependency problems prevent configuration of usermin-htaccess:
 usermin-htaccess depends on webmin-apache (>= 0.990.2-1); however:
  Package webmin-apache is not configured yet.

 dependency problems - leaving unconfigured
dpkg: dependency problems prevent configuration of usermin-htpasswd:
 usermin-htpasswd depends on usermin-htaccess; however:

This has been addressed sometime prior to 1.140-1, and has been verified working on i386.

I got it working by just running the apt-get again, I think it is because some packages are just not installed/configured in the right order. Note this was on an up-to-date Breezy system using whatever the latest packages are in the repositories. Only official Ubuntu repositories are used with this PC.
