Where did you get the package broffice.org-debian-menus? I don't see it in Ubuntu at all. So this bug probably is not a bug with Ubuntu.

This is definetly a bug in ubuntu, the files probably came from ftp://www.broffice.org/stable/2.4.0/BrOo_2.4.0_LinuxIntel_install_pt-BR_deb.tar.gz.
