Bug Description

Binary package hint: ubiquity

ubuntu 8.04 desktop i386 CD

After install (default options; reduce Windows partition to make room for linux),
there is not Partition Editor entry in the System/Administration menu.
Neither is there a gparted file on the filesystem.

This isn't a bug in ubiquity, but rather a request to change the seeds (http://wiki.ubuntu.com/SeedManagement) to include gparted in the installed system. Moving to ubuntu-meta.

While gparted is a good tool, the majority of people have no need for it, so there's no reason to force it onto them. It is easy enough to install if you want it.
