no UTF-8 support

Bug Description

Binary package hint: xclip

Version of xclip from upstream doesn't support UTF-8, so all multibyte characters become 2 single-byte chars.
Here are 2 patches, one from Morita Sho, got here http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=380392#12 and second one from Alt Linux team for version 0.10.

Second patch is actually a Morita Sho patch with reversed logic: it enables UTF-8 mode by default, this is more useful for Ubuntu/Debian.
