certain functions in libhighgui doesn't work

Bug Description

Binary package hint: libhighgui-dev

cvGetCaptureProperty(...) seems to have no effect. No matter which property is chosen, the function always returns 0;

cvSetCaptureProperty(...) also doesn't work. There's no way to set the pointer to a specific position in the avi file.

Under Windows these functions work without problems.

I'm using Ubuntu Hardy Heron 8.04. But these functions also didn't work on earlier releases.

Same with Jaunty.

cvCreateFileCapture() fails opening video files too. The same code in windows works fine.
