QEMU support having non-us keyboard with the VNC server associated to a virtual machine by using the option "--keymap=..."
This is supported in the Intrepid version of libvirt package.
The intrepid package build without problem on hardy.
It would be interesting to upgrade the hardy package (0.4.2-5ubuntu2) so that non-us keyboard user will have easier to build and run virtual machines.

If you use any of the vnc clients that use gtk-vnc (vinagre, virt-viewer, virt-manager, possibly others), you're using the ExtKeyEvent VNC extenstion, which removes the need for this.
If you're having actual problems, please describe them.
