Keyboard Layout selector doesn't work under 8.04

Bug Description
Hello there,
I'm runnign Xubuntu 8.04 on a IBM X40. Happy with it, but there is this annoying bug;
I have an external keyboard attached (German-standard) which I sometimes use. Thus I have added the 'de' model in the Xubuntu keyboard layout settings screen.
Now every time I start up the laptop, the keyboard layout does not function anymore.
Instead of getting 'This is a sunny day' I get ˘Þħïß ïß á ßüññ« ð᫢ when I select the German layout and use the external German keyboard.
Now please note the following:
- It worked fine under Xubuntu 7.10. Never had a problem.
- Deleting and then re-adding the 'de' layout in the keyboard layout settings screen solves the problem, as long as I do not restart the laptop.
- My normal layout 'nl' works fine.
Hope that somebody can fix this! I'm a real noob so I wouldn't have a clue on how to solve it...
I have standard 8.04 Gnome + K- and a Spanish USB keyboard which worked fine until a couple of days, when the system could not find it, even though the keyboard was present at USB port.
Fortunately I found an old PS2 keyboard, which worked, but only as US layout. Finally, at preferences> keyboard deleting US and having only Spanish displayed and selected it found the right layout.
Yesterday it did the same, except now the preferences> keyboard showed both the (deleted) US plus the Spanish option, but neither radio button was lit or activated.
Again only deleting both and selecting Spanish restored the layout and the USB keyboard.
This would be a serious problem for someone without an old PS2 keyboard hoarded (for why?) in the basement !
