faulty right-click menu

Ubuntu v8.04 Hardy Heron

About 25% of the time I try to right-click over a link, tab, or bookmark, and select "Open in a New Tab" or "Open in a New Window", those options are grayed out. I have to right-click one or two more times before the options become available.

Do you have desktop effects enabled when you see this issue? Can you
reproduce this bug if you set Desktop-effects to None and than restart
without compiz enabled.
