hwclockfirst.sh does not set time correctly, hwclock.sh does

Bug Description

Here is an extract from /var/log/boot. I am in GMT+2. It seems hwclockfirst.sh
fails to set the time correcty, which makes that reported time is two hours
ahead of real time. Only when hwclock.sh is run, the reported time is correct.

Motherboard is an Asus A8N SLi Deluxe with latest BIOS 1013. I'm using AMD64
version of Ubuntu Breezy.
