no connect menu when static IP is set

Bug Description
Binary package hint: network-
The VPN Connection menu is only showing when using DHCP. As soon as you set a static IP the menu disappears and you'll have to bring up the VPN connection menu from command line.

You can find out the version of Ubuntu with the following command: lsb_release -a
You can find out the version of the network- manager- vpnc package using the following command: apt-cache policy network- manager- vpnc
