missing header file in libbrlapi-dev (3.9-6ubuntu1)

Bug Description

Binary package hint: libbrlapi-dev

In Ubuntu 8.04

Package libbrlapi-dev_3.9-6ubuntu1_i386.deb contains
/usr/include/brltty/api.h
which does (almost) nothing but
#include <brlapi.h>
(this strange behavior is for backward compatibility with older versions)
However the file brlapi.h (and some of its friends) is not included in this package.
As far as I understand, this makes this package unusable.

The first 8 eight lines of
http://packages.ubuntu.com/hardy/i386/libbrlapi-dev/filelist
should be compared with the corresponding lines in
http://packages.debian.org/lenny/i386/libbrlapi-dev/filelist

Note: the debian package got fixed as of version 3.9-7. There is also a
3.10 snapshot.

Seems to have been fixed in intrepid, the list of files includes all
needed headers.
