$ LANG=C apt-cache policy khelpcenter

when trying to index mapages i get:

First i thought it might be the same issue as: /bugs.launchpad .net/ubuntu/ +source/ kdebase- runtime/ +bug/215216

but i was told, that it's most probably different. Therefore reporting a new bug.
