Bug Description
Binary package hint: kicker
kubuntu 8.04, upgraded from 7.10, from 7.04. The desktop configuration probably is from 7.04.
I usually have 2-3 clock applets set to different time zones. The time zones 'Berlin' and 'Calcutta' show the same time (see appended image) since I upgraded to 8.04.
$ apt-cache policy kicker

Installed: 4:3.5.9-0ubuntu7.1

This isn't an issue in Kubuntu Intrepid (8.10) since Kicker is no more. (replaced by Plasma)
Thanks for the bug report all the same.
I should note that Plasma's analog clock does support timezones, but it doesn't label which timezone it's using yet.
