Bug Description
Built binary from pgtcl_1.5-0ubuntu1 fails to install in the archive:
Rejected: libpgtcl-
hoary >= new version (1.5-0ubuntu1) targeted at breezy.
It needs to have a higher version number, and all that.

* Add epoch to be newer than the latest hoary version (following the Debian
package). (Ubuntu #16562)
