Problem seen by me also.
Instructions to reproduce:

1. Clean install of Ubuntu 8.04 32bit.
2. Add a rarer keyboard layout that isn't English. I tried Pashto, a different language to the reporter, however plenty of country layouts seem to trigger it.

You get the message pop up, and the keyboard doesn't work. Simple.

This problem is new to 8.04, and by way of further evidence I have another PC I upgraded from 6.06 where Pashto worked, and now doesn't.
