[Win32] Pasting from the clipboard causes VC++ runtime error when logged in as limited user

Bug Description

Using Inkscape 0.46 on Windows XP. When logged as a non-admin user, pasting from clipboard causes Visual C++ Runtime error. After that, Inkscape indicates that an internal error has occurred and quits to desktop. However, doing the same operation with an administrator account works fine.

Check that any of TMPDIR, TMP, or TEMP is defined and (the first, if more are defined) points to a directory where you have write access.

Even though the workaround is OK, Inkscape should really give an error rather than crashing.
