copy error after undoing "remove path effect"

Bug Description

To reproduce:

1) Open the attached file (gear.svg)
2) Select the object
3) Remove the path effect (Path -> Path Effects -> Remove Path Effect)
4) Undo (Ctrl+Z)
5) Copy
6) Paste
7) Notice that the pasted copy lacks the path effect.

This happens with other paths effects too.

(Observed on Windows XP, with Inkscape built from SVN revision 18505.)

fwiw, the attribute "inkscape:path-effect" is getting lost somewhere.

The original file had the value : inkscape:path-effect="#path-effect2537"
This attribute is still present at step 4, the undo step,
but at step 6 the attribute is gone, along with the path effect.
