usb hub causes usb device freeze

Bug Description

I have a dell inspiron 1501 laptop and a usb hub connected to it.
In that hub is plugged in an usb mouse and an usb keyboard.
When the system starts up every device connected to that hub is working fine
until i connect another device (usb stick or any other osb device) to the hub, than everything stops working.
Every device connected to the hub stops responding.
The system is working because i can use the laptop keyboard and touchpad.
I have to restart the system otherwise i cannot use any usb device anymore.

I have used another linux distribution before Ubuntu and i had the same problem, so i think it's a kernel bug.
There is nothing wrong with my laptop or usb hub because i have tried using this hub with my desktop
witch is running suse 10.3 and I've got the same result.
With the Windows OS everything working fine.

The Ubuntu Kernel Team is planning to move to the 2.6.27 kernel for the upcoming Intrepid Ibex 8.10 release. As a result, the kernel team would appreciate it if you could please test this newer 2.6.27 Ubuntu kernel. There are one of two ways you should be able to test:

1) If you are comfortable installing packages on your own, the linux-image-2.6.27-* package is currently available for you to install and test.

--or--

2) The upcoming Alpha5 for Intrepid Ibex 8.10 will contain this newer 2.6.27 Ubuntu kernel. Alpha5 is set to be released Thursday Sept 4. Please watch http://www.ubuntu.com/testing for Alpha5 to be announced. You should then be able to test via a LiveCD.

Please let us know immediately if this newer 2.6.27 kernel resolves the bug reported here or if the issue remains. More importantly, please open a new bug report for each new bug/regression introduced by the 2.6.27 kernel and tag the bug report with 'linux-2.6.27'. Also, please specifically note if the issue does or does not appear in the 2.6.26 kernel. Thanks again, we really appreicate your help and feedback.

Same here. With windows everything works fine. With Ubuntu 8.10 everything works as long as no usb hub is connected. (I tried 2 different hubs that both work without problem in Windows XP on the same computer.) Front USB is always low speed, back USB is high speed.
If an usb hub is connected, most USB devices stop working as soon as anything apart from an USB mouse is connected to the hub or to the standard usb ports. My USB keyboard continues working all the time, as long as I don't connect it to the usb hub.
Details attached.

The good news: I just tested the 9.04 alpha 2 live CD and everything worked fine with exactly the same setup! With 8.10 live CD it did not.

Please reopen if this is still an issue in the current Ubuntu release, Jaunty Jackalope 9.04 - http://www.ubuntu.com/getubuntu/download. If the issue remains in Jaunty, please test the latest upstream kernel build - https://wiki.ubuntu.com/KernelMainlineBuilds . To reopen the bug, click on the current status under the Status column and change the status back to "New". Thanks.
