Keyboard layout not remembered after Back then Forward

Ubuntu 8.10
1. In the installer, advance to the "Keyboard layout" section.
2. Choose a layout different from the default.
3. Click "Back".
4. Without changing your selected city, click "Forward".
What should happen: The layout you chose is remembered.
What actually happens: The selection is reset to the previous layout.
Curiously, my selection isn't remembered if I click "Back" then "Forward", but it *is* remembered if I choose "Forward" then "Back". For example, if the default is "USA" but I choose "USA - Classic Dvorak", then click "Forward", then "Back", then choose "USA - Colemak", then "Back", then "Forward", the installer resets to "USA - Classic Dvorak".
