keyboard layout can't be changed by Alt+Alt

Bug Description

although it is possible to change the keyboard layout using the applet but it is not possible using Alt+Alt. I've been using Alt+Alt in 7.04 but I can't now. in addition when I configure the system to turn the scroll luck on in case that I change the keyboard layout, again it doesnt work.

I have also noticed this problem, but have noticed an extra strangeness!

In the situation where I have 3 keyboard layout entries, being:

1. USA - Default
2. German - Default
3. USA - Default

If in entry 2, (Germany) I can switch to Entry 3 via key combination Alt+Alt

When then in entry 3 (USA - Default) I am able to switch to entry 1 via key combination Alt+Alt

Now that I am in entry 1 (which is no different to entry 3) I can no longer switch to the next entry.
I now have to use the mouse to switch.

Very strange!
