Configurated interval in sec. for SystemMonitor is executed app. 1o times faster

Bug Description

The execution of SystemMonitor, showing the CPU percentge, consumes itself app. 78% of my processor time.
Pentium 3 Coppermine 700 Mhz
Hardy Heron 8.04 / upgrade from 7.10
Kernel 2.6.24-16

It seems so, that the configrable time interval in second is interpreted 10 times faster. Setting this value to 10 seconds produces a 1 second timeslice.
